STEP 1. Take all required documents to Exit-Entry Administration Office of Hangzhou Municipal Public Security Bureau for review.

STEP 2. Exit-Entry Administration Office of Hangzhou Municipal Public Security Bureau conducts criminal record check. If applicant has criminal record, the Non-criminal Record Certificate is unobtainable.

STEP 3. Take Hangzhou of China Police Clearance Certificate to Notary Public Office in Hangzhou.

STEP 4. Notary Public Office issues Hangzhou Notarial Certificate of Non-criminal Record.

Note: In-person service is available for individuals without an appointment. Public Security Bureau (PSB) does not accept applications submitted by email, fax, or mail.<\/strong> Online system for requesting Hangzhou Certificate of Clearance is not accessible to Non-Chinese \u00a0citizens.
