IWhy is a Dalian Police Certificate needed?

Foreign nationals who have lived in Dalian for over 6 months are eligible to apply for Dalian Police Certificate at Exit-Entry Administration Office of Dalian Municipal Public Security Bureau.

It is a critical document for applying for work permits, study permits, immigration visas, or permanent residence in another country.

Applicants do not need an appointment to access in-person services.  Please note that applications should not be submitted via email, fax, or mail. If a third party submits the application on behalf of the applicant, a written letter of authorization from the applicant is required.

STEP 3. Exit-Entry Administration Office of Dalian Municipal Public Security Bureau conducts criminal background check. If applicant has criminal record, the Non-criminal Record Certificate is unobtainable.

STEP 4. Take Dalian of China Police Clearance Certificate to Notary Public Office. Notary Public Office issues Notarial Certificate of Non-criminal Record.

Application Documents for Dalian Criminal Record Check

1. Scanned copy of current and previous passport photo pages, visa pages, residence permit pages and exit-entry stamp pages.

You must bring the copy of passports to the Public Security Bureau. Or you may ask a third party to present in person with your copy of passports to make application where written consent applies.

2. Scanned copy of the Registration Form(s) of Temporary Residence.

The Registration Form of Temporary Residence is the form that you filled upon your arrival in China within 24 hours.

3. Scanned copy of work permit or scan copy of original degree/diploma.【Optional documents】

Work permits, and degree are optional documents for police certificate application.

4. If you need to authorize third party to apply for the police certificate on your behalf, you need to provide scan copy of original authorization.

You must provide a written consent if you need someone other than you to deal with your application on your behalf.

Information which will appear on the Dalian Police Certificate to be issued

Dalian Police Certificate is only available in hard copy. A two- dimensional code on the bottom left of the certificate allows for authenticity verification. Applicants can scan this code to confirm the document’s validity.

If you need to use a Dalian Police Certificate abroad, you shall make an application to Notary Public Office in China to obtain a notarial certificate of good conduct. The notarial certificate of clearance will include following information:

  • Your full name

  • The period of your stay in Dalian
  • Statement indicates that if you have criminal record.
